In reference to your request, we have split your request into 2 parts,
which we will answer in turn. 

 

Part 1 – Sewage treatment plant at Llanfairfechan

 

For the sewage treatment plant at Llanfairfechan Final effluent Consent
details:

Please find attached permit for Llanfairfechan WwTW (CG0077001).

 

Storm overflow consent details:

There is no storm overflow at this site, but we do have multiple upstream
CSOs within the network a mile or so away. Please let us know if you
require the permit for any of these storm overflows. Alternatively, you
are also able to view our permits on Natural Resources Wales public

Final effluent Discharge data:

Please find attached final effluent discharge quality data. The data has
been supplied for date range 2010 to 31/10/2023.

 

It is also important to note that the data provided adheres to that
supplied to the Regulators. It does not contain additional parameters
which may have been monitored as part of operational maintenance or data
that has yet to be submitted as part of the regulatory monthly waste
datasets.

 

Storm overflow discharge data:

We do not hold storm overflow data for this site as explained above, there
is no storm overflow at this site.

 

Odour complaints:

Please find attached the list of odour complaints surrounding
Llanfairfechan from 2011 – 2023, please note that we do not hold data for
odour complaints preceding 2011.

 

You will note that some of the information enclosed have been redacted.
Those redactions have been applied in the interest of meeting our data
protection obligations by preventing the disclosure of information
identifying other individuals insofar as you have not previously been

Part 2 – Llanfairfechan Catchment

 

Discharge data for All Storm overflows and CSO including pumping station
overflows.

Please find attached a copy of the storm overflow data.

 

Information on data quality/availability is given in Comments which can be
found in column L in Request tab.

 

Please note that the earliest data we hold is for 2015.

 

It may be helpful to know how we monitor our intermitted discharges to
waterbodies:

 

Event Duration Monitoring (EDM) is a regulatory requirement to monitor the
frequency and duration of intermittent sewage discharges such as combined
sewer overflows (CSO), sewage pumping stations (SPS) and sewage treatment
works (STW) storm tanks.

 

The majority of EDM monitoring is carried out using level sensors which
measure the level of sewage inside the wastewater assets. In general, a
discharge is recorded when the value of sewage level exceeds that of the
value of height of spill weir wall or an outfall pipe (spill point).

Depending on the complexity of wastewater assets, EDM discharges may be
also recorded using other indicators as pressure sensors, storm pumps
running signal or combined signals from multiple level monitors.

EDM discharges are calculated using the 12/24 hour spill block method
using the EDM data recorded at 15 minute intervals.

• Any readings over the spill trigger level in the first 12 hour block
is counted as 1 spill
• Any readings over the spill trigger level in the next and subsequent
24 hours blocks are each counted as one additional spill per block
• This counting method continues until there is a 24 hour block with no
spills
• After a clear 24 hour block the spill counting sequence is reset and
begins again when a reading over the spill trigger level is detected

Pump Failure and repair times for all of the Waste Water pumping stations
located within the catchment.

We have attached a spreadsheet with information for the pumping stations
which have been split into reactive and maintenance work.

 

Data of any breaches of discharge consents:

We have reviewed the Finale Effluent discharge quality data for
Llanfairfechan and there have not been any permit breaches in the 2010 –
Oct 2023 period for the site. However, in 2011 and 2019 we breached our
permit conditions for dry weather flow, both incidents were reported to
our regulators Natural Resources Wales (NRW). To overcome this, we have
removed the infiltration, and the site has been compliant since 2019.

 

We have a longstanding record of being open and transparent in
relation to our environmental performance. We have applied this
approach to compliance with our treatment works permits and have
always raised any areas of non-compliance with our regulators,
Natural Resources Wales and the Environment Agency for our English
sites, as soon as they are identified. We have extensive
monitoring arrangements, amongst the most extensive in the sector,
which we use to monitor our sites.

 

We have also attached a copy of the Pollution data found between 2013 to
date which are related to the Llanfairfechan area. There are only 7
incidents which are linked to DCWW assets and 1 where no problem was
found. All are classed as Category 4’s which have no environmental impact
except for one in November 2017 which was categorised as a category 3.
Column W shows the primary cause of the pollution.

For reference pollution incidents are categorised as the following:

 

Cat 4 – No Environmental Impact/Event.

Cat 3 – Minor Impact.

Cat 2 – Significant Impact.

Cat 1 – Major Impact.

 

Please note we have removed some of the information enclosed in the

Details of Capital expenditure in the last 13 years and any future plans
for the catchment and sewerage system

There are currently no defined plans for any investment in the catchment.

 

Over the last 5 years we have carried out some catchment modelling and
investigations with no further work to be carried out following
interrogation of the results

 

In 2018 we spent c£1,500,00 carrying out sewer lining at various locations
in the catchment, to remove infiltration from the network to aid the WwTW
achieving its Dry Weather Flow (DWF) permit conditions.

 

Dŵr Cymru Welsh Water is currently running one of the largest Storm
Overflow Assessment Framework programmes in this 5 year funding cycle.
These investigations will help inform our investment strategy to reducing
any potential impact from storm overflows both in this funding cycle and
subsequent ones.  The significant investment in these investigations will
not only further our understanding around the impacts cso can have and how
do reduce but also dovetail with our DWMP and Inland bathing water
programmes to ensure a cohesive approach. For the Llanfairfechan
catchment, under this programme, we have included a table which shows the
storm overflows we have reviewed and the previous and planned spending on
each overflow:

For Above Ground Assets on Wastewater Treatment Works for Llanfairfechan,
we can confirm that there hasn’t been any significant capital expenditure
projects over the last 13 year, however the operational expenditure for
maintenance and replacement of equipment is continual.
