Livingston's city status bid, and costs
Dear West Lothian Council,
(1) Please can you provide me with a copy of Livingston's city status application, which was e-mailed to the Cabinet Office at 3.20 p.m. on 8 December 2021.
For transparency, I initially requested this info on 11 December 2021; the request was declined on the basis that you didn't want to give "competitive advantage" to any fellow-entrants in the city status contest; I asked for a review of that decision on 14 January 2022 and never heard the outcome, but as the competition is now over I was wondering if you could see your way to releasing the information. (2) Please can you give me an idea of the costs involved in Livingston's city status application, and a breakdown of those costs if they ran into five figures or more. (Doncaster Borough Council spent more than £30,000 on their bid, hence the enquiry.)

As requested, please find attached a copy of the Bid which was submitted
to the Cabinet Office.
With regards to costs, I can advise that this is a nil return based on the
fact that the Bid was developed by officers internal to the council.
You are free to use the information supplied in this response for your own

format, state your name, address and the reason for your dissatisfaction
with the original response and internal review. Should you then wish to
appeal against the Commissioner's decision, there is a right of appeal to
