Dear Liverpool Community College,

From the college's own website (News section, 2011): [screenshot taken]
"Liverpool Futures is a partnership between Liverpool City Council, Liverpool Chamber Training, Liverpool Community College and the Eldonian Group that will help to create more than 1,300 new apprentices in the next three years across the City Region."
and
"Elaine Bowker, principal of Liverpool Community College, said: “We are delighted to be part of the new Liverpool Apprenticeship Service. The partnership will significantly improve prospects for local young people and contribute to the city’s economy. The Apprenticeship model is a great example of meeting the demand from employers."
http://www.liv-coll.ac.uk/newliverpoolap...
And according to official council mouthpiece Liverpool Express in October 2013:
"Liverpool Futures was established in 2011 and shares in the company were divided between the City Council and Liverpool Chamber of Commerce. Last year, the Chamber agreed to sell part of its shares in the company to City of Liverpool College. Now a report to the Mayor’s Cabinet on 25 October is recommending that discussions are entered into with City of Liverpool College to acquire 100% of the shares in Liverpool Futures – a new way of operating to take account of changes in national apprenticeship policy and funding since Liverpool Futures was established." The recommendation was approved.
Elaine Bowker was also a Director of Liverpool Futures CIC until Dec. 2013
NB It is acknowledged by LCC that Liverpool Futures never created any apprenticeships

Dear Liverpool Community College,
For your information

The Road to Full Employment: Final Report of the Youth Jobs Taskforce

Case Study 4.1: Liverpool Futures Liverpool Futures is a scheme specifically aimed at 16-19 year olds. This is an Apprenticeship Training Agency set up by the Council, Chamber of Commerce and Community College. Apprenticeship Training Agencies tackle employers’ reluctance to take on the risk of hiring an apprentice. The Agency directly hires the apprentice, and so bears the risk. In return the employer pays the Agency the apprentices’ wages. Liverpool Futures aims to create 1300 apprenticeships over the next three years

Yours faithfully,

Josie Mullen

How to Fix It
It appears you aren't in the same organization as the group (or a
sub-group) you're sending to or your email address isn't on the group's
allowed senders list. Ask the owner of the group to grant you permission
to send to it, and then try again. If the group belongs to a different
organization than yours, contact the organization's customer service
department for assistance. If the group is in your organization and you
don't know who the group owner is, you can find it by doing the following
in either Outlook on the web or Outlook:
• Open your Sent folder and select the original message.
• If you're using Outlook on the web, select the group name located on
the To or CC line. If you're using Outlook, double-click the group
name located on the To or CC line.
• In Outlook on the web, from the pop-up dialog box, choose Owner. In
Outlook, choose Contact. The owner's name is listed under Owner.
The owner of the group may have intentionally chosen to restrict who can
send messages to it, and they may not want to adjust the existing
restriction. In this case, you'll have to contact the group members by
some other means, such as sending an email message to their individual
email addresses or contacting them by phone.

group owner.

Dear Josie Mullen,

Subject: Freedom of Information request - Liverpool Futures
Apprenticeships

Thank you for your Freedom of Information Request.  Your specific query
asked for the following information –

• According to an FOI response to an FOI by Ken Ryan on behalf of Elaine
Bowker on the 21/10/2016 - 'The City of Liverpool College did not take
part in this initiative.'. Please supply all information that explains
why Elaine Bowker did not acknowledge her participation in the set-up
of Liverpool Futures and why she refutes the overwhelming evidence
that proves her connections to the Liverpool Futures fiasco

Ms Bowker did serve as a Director of the Company, from 13 April 2012 to 20
December 2013, with the knowledge of the College, but that involvement did
not make the College a party to the Liverpool Futures Company which
remained ultimately under the control of the Liverpool Chambers of
Commerce. No shares of Liverpool Futures were ever acquired by the
College.

If you are not satisfied with the College’s response on this matter,
please send an email with details of your query quoting the reference
number above to – [2][email address]

If after following the above process you are still not satisfied with the
College’s response you may raise the issue directly with the Information
Commissioners Office by using the guidelines and form found here -
