This is a very odd response.
From the college's own website (News section, 2011):
"Liverpool Futures is a partnership between Liverpool City Council, Liverpool Chamber Training, Liverpool Community College and the Eldonian Group that will help to create more than 1,300 new apprentices in the next three years across the City Region."
and
"Elaine Bowker, principal of Liverpool Community College, said: “We are delighted to be part of the new Liverpool Apprenticeship Service. The partnership will significantly improve prospects for local young people and contribute to the city’s economy. The Apprenticeship model is a great example of meeting the demand from employers."

And according to official council mouthpiece Liverpool Express in October 2013:
"Liverpool Futures was established in 2011 and shares in the company were divided between the City Council and Liverpool Chamber of Commerce. Last year, the Chamber agreed to sell part of its shares in the company to City of Liverpool College. Now a report to the Mayor’s Cabinet on 25 October is recommending that discussions are entered into with City of Liverpool College to acquire 100% of the shares in Liverpool Futures – a new way of operating to take account of changes in national apprenticeship policy and funding since Liverpool Futures was established."
The recommendation was approved.
