Liverpool 82 bus route change

I understand that the 82 bus route between Liverpool South Parkway and Liverpool city centre is a Bus Quality Partnership.

(1) Please provide a link to any documentation on what a "Quality Partnership" means for this route in particular and for Quality Partnerships more generally.
(2) The route has been changed in September 2017. Please provide all records you hold about representations on or deliberation about that change, including emails, letters, reports, minutes of meetings.
(3) Did the change have to be agreed by Merseytravel and/or Liverpool City Council?
(4) Did Merseytravel and/or the bus operators request Liverpool City Council to alleviate congestion on Hanover Street as an alternative to re-routing the service?

Thank you for your recent request made under the Freedom of Information Act. Please find Merseytravel’s response below.

(1) Please provide a link to any documentation on what a "Quality Partnership" means for this route in particular and for Quality Partnerships more generally.

Information relating to “Quality Partnerships” is available on our website at www.merseytravel.gov.uk/qualitybusnetwork and the 82 timetable. The partnership provides a coordinated timetable between Arriva and Stagecoach services and also allows mutual ticket acceptance

(2) The route has been changed in September 2017. Please provide all records you hold about representations on or deliberation about that change, including emails, letters, reports, minutes of meetings.

Please find attached notes of the joint meetings of Arriva, Stagecoach and Merseytravel that discussed the 82 route.

(3) Did the change have to be agreed by Merseytravel and/or Liverpool City Council?

The change did not have to be agreed by Merseytravel, but we were a party to the discussions and we do need to be satisfied that the continuation of the partnership remains in the public interest. Liverpool City are not a party to the partnership.

(4) Did Merseytravel and/or the bus operators request Liverpool City Council to alleviate congestion on Hanover Street as an alternative to re-routing the service?

Yes, discussions have taken place with Liverpool City regarding Hanover Street.

Please note that personal information is exempt under Section 40(2) of the Freedom of Information Act 2000 as disclosure would allow the possibility of the identification of a living individual(s), thereby breaching the Data Protection Act 1998.

We believe that information relating to non-senior Merseytravel officers, as well as Arriva and Stagecoach employees, is private and consider that there would be no expectation that their information would be disclosed to a third party outside of the process.

I do not regard disclosure as constituting the ‘fair and lawful’ processing of personal data, meaning that its release would therefore breach the First Principle of the Data Protection Act 1998, neither do I believe that any of the conditions of Schedule 2 or Schedule 3 are met.

I am also of the opinion that disclosure of the information would not provide any greater understanding of the subject matter. The personal information is question has therefore been redacted in accordance with Section 40(2) of the Freedom of Information Act 2000.

My apologies for the broken link. It should lead to the 82 bus timetable, a copy of which is attached.

With regards to the redactions, only the names of junior and non-Merseytravel officers have been removed. None of the content of the discussions has been redacted.
