I am writing for information about the central reservation of this road either side of the fence separating the pedestrian crossing and the grassed area to the north.
The photograph shows considerable accumulations of litter on both sides i.e. on (a) the crossing and (b) the grassed area. The earlier Street View shots taken in 2008(2) 2011, 2012, & 2015 (2) show relatively little litter.
Please provide me with the following information:
1. Who is responsible for complying with the statutory duty under the Environmental Protection Act S89(1) to keep (a) the crossing and (b) grassed area free of litter.
On the assumption that it is Highways England:
2. When was last time prior to the 1st October 2016 that (a) the crossing and (b) part or all of the grassed area up to 10 metres from the fence was litter-picked?
3. When in the last 12 months was (a) the crossing and (b) part or all of the grassed area up to 10 metres from the fence litter-picked?
