Dear Trafford Metropolitan Borough Council,

A litter bin from Oxford Road, Altrincham (outside Darbar Takeaway) was recently removed by Trafford Council. My FOI request relates to the following:

1. What consultation was undertaken with businesses and residents on Queens Road and what was the format of consultation ie: Advance notice, Letters, Emails etc?
2. What was the reason for removing the bin?
3. What was the total cost of removing the bin?
4. What date was the bin removed?
5. Are there plans to replace the bin on Oxford Road?
6. If there are plans to replace the bin, what steps have been undertaken to date and when will a new bin be sighted and installed?
7. What will be the total cost of a new bin to be installed?
8. What due diligence is undertaken when removing litter bins from streets and then re-installing new bins on the same road?

I am writing in response to your FOI request below.

 

1.   What consultation was undertaken with businesses and residents on
Queens Road and what was the format of consultation ie: Advance notice,
Letters, Emails etc?

The installation or removal of litter bins across the borough is not
carried out though a formal consultation process. 

2.   What was the reason for removing the bin?

A local business requested that the bin was removed.

3.   What was the total cost of removing the bin?

There is no additional cost to the Council for removing the litter bin as
the bin was removed using One Trafford resources.  The cost of this
resource is commercially sensitive information.

4.   What date was the bin removed?

26th May 2016.

5.   Are there plans to replace the bin on Oxford Road?

As part of the review of litter bins across the borough a replacement bin
for this location is being considered.

6.   If there are plans to replace the bin, what steps have been
undertaken to date and when will a new bin be sighted and installed?

A final decision is still yet to be made on a suitable location.

     7. What will be the total cost of a new bin to be installed?

There is no additional cost to the Council for installing any new litter
bins as they are installed using One Trafford resources.  The cost of this
resource is commercially sensitive information.

8. What due diligence is undertaken when removing litter bins from streets
and then re-installing new bins on the same road?

The location of litter bins across the borough is carefully considered to
ensure they can be accessible for emptying and in a suitable location for
the public to use.

I am writing to request an internal review of Trafford Metropolitan Borough Council's handling of my FOI request 'Litter Bin removal - Queens Road Altrincham'.

Regarding points 3 and 7, I do not believe the removal and installation costs are covered by Section 43/ICO therefore, I would request this information is provided.

There is no additional cost to the Council for removing the litter bin as the bin was removed using One Trafford resources. The contract with Amey for street cleansing services, which includes the management of street bins, has an annual cost of £2.212m. The costs to Amey to fulfil each job are not held by the council.

7. What will be the total cost of a new bin to be installed?
There is no additional cost to the Council for installing any new litter bins as they are installed using One Trafford resources. The contract with Amey for street cleansing services, which includes the management of street bins, has an annual cost of £2.212m. The costs to Amey to fulfil each job are not held by the council.
