I refer to your request for information originally submitted on 5 November
2018. Please accept my apologies for the significant delay in responding
to you, the request was sent to me on the 14 December to provide a
response to the following points.

 

o The list of agents (third parties) collecting Parking Fines for
Kingston upon Thames Borough Council for years
2013,2014,2015,2016,2017,2018

 

2013,2014,2015 and 2016 Kingston Council secured the services of Collect
Services to enforce unpaid parking fines. In 2017and 2018 Kingston council
retained the services of Collect Services and introduced 2 more companies,
TASK and Marston.

 

o The fee paid by the Council to each of these agents in years
2013,2014,2015,2016,2017,2018

 

Kingston council do not pay enforcement agencies. The debt is registered
and warrants are then transferred to them and they attempt to collect the
amounts owed and in doing this they are permitted to add fee’s onto the
original debt. This is how the Bailiff’s are recompensed for their

Please provde the executed contracts between Kingston Council and TASK and Kingston Council and Marston.
Please provide the protocol documents how the debt is registered and clearly explain the roles of the parties involed
