Barkworth Jane, Hull City Council

Dear Ms Mackenzie

Freedom of Information Act 2000 – Information Request - 000872/16

With regard to your Freedom of Information request received on 17/05/2016,
please find our response below.

Can you please supply me with an up to date email and phone number for the
social work teams comprising of Adult and Children’s Service Managers,
Commissioning Managers, Safeguarding Managers and Social Workers within
all geographical areas of Hull

In accordance with Section 17 of the Freedom of Information Act, the
Council is required to inform you that the information you have requested
has not been provided and has been withheld due to the following
exemptions under the Act.

Section 40 – Personal Information

It is considered that this exemption under Section 40(2) of the Act
applies, namely that some of the information is personal information and
all personal details are protected under the Data Protection Act 1998
legislation. The Council cannot disclose personal information where to do
so would breach any of the data protection principles.

In this case, we consider that the disclosure of the identities of more
junior staff members cannot be justified and would breach the rights of
these individuals under the Data Protection Act.  As stated in the
guidance from the Information Commissioner more senior staff should have a
reduced expectation of privacy and the names of more senior individuals
have therefore been provided.

While senior members of staff should have a lower expectation of privacy,
Hull City Council staff can be contacted through the customer call-centre
which is operated by an external partner.  This is the customer contact
mechanism which the Council has employed to ensure the most efficient use
of resources and public funds.  We do not believe that the public interest
is served by making public direct staff telephone numbers which would
allow the call centre to be circumvented.  The disclosure of this personal
data would therefore be an unwarranted interference in the privacy of the
staff in question.  Where this exemption has been used the direct
telephone number has been replaced with '01482 300300'.

The ACM for access and safeguarding is Tracy Meyerhoff. The commissioning
manager is Lorraine Goude and the services manager is Richard Cumbers.

We are unable to share the names of managers below Assistant City Manager
level.

All Hull City Council teams/staff can be contacted via 01482 300300.

We hope that you will be satisfied with our response and should you
require any further information then please do not hesitate to contact
us.

Should you wish to complain about our response in any way this must
initially be done by e-mailing [1][Hull City Council request email] or by
contacting us at The Information Governance Team, The Guildhall, Alfred
Gelder Street, Hull, HU1 2AA.

If you are not satisfied with the outcome of the internal review then you
