Dear Mr Ford

I refer to your request for information regarding a list of commercial and
domestic properties with no known owner. The Revenue Section has a duty to
levy charges in respect of business rates and council tax, and obviously
the legislation requires that where a property is empty then either a
relevant charge needs to be levied or if appropriate an exemption notice
issued. In either case the notice is addressed to the person who is liable
or would be liable for the charge, this is not necessarily the owner.

The records that are held therefore relate to the person or entity who is
or would be liable to pay a charge. This may or may not be the owner,
however as at the present time my records are complete.

I can let you have a list of empty properties if you wish to make a second
request, however I would only be able to provide names (owner or
otherwise) if these are companies and not individuals.

Thankyou for your reply. I was actually requesting a list of properties with no known owner so names would be irrelevant. Therefore could you please let me know which properties have exemption from charges or properties where the owner is untraceable? Could you also let me know if there are any properties which have been deemed 'empty' for at least 2 years.

Dear Mr Ford

Please find attached a list of empty properties in the Mole Valley area.
The council tax list contains properties designated as 'long term empty'
ie those empty over 6 months. The NNDR List contains those properties
currently designated as empty. Obviously both these lists are subject to
change as and when information is obtained to say that the property has
become occupied.

Legislation requires that I levy a charge against any property in either
the Local Valuation List or the Local Band List, I therefore have to
identify the liable person/entity in each of these cases. I would inform
you that all charges have been levies as and where applicable.
