Unfortunately, we do not hold this information as Blaenau Gwent County
Borough Council transferred their entire Council House stock to Tai Calon
Community Housing in July 2010, who are now responsible for all social
housing.

I can confirm that we hold this information.

Unfortunately, we can only disclose a partial list of properties which
include how many were sold within a particular street; as revealing full
addresses would breach data protection legislation. A person’s full
address is classed as personal data regardless of whether or not someone
is a council tenant. The information is exempt from disclosure under
Section 40(2) of the Freedom of Information Act 2000 as it could be used
to potentially identify a person and as such constitutes personal data,
which is defined by Article 4(1) of the General Data Protection Regulation
(GDPR) to mean any information relating to an identified or identifiable
living individual. It is considered that disclosure of this information to
the world at large would contravene the first data protection principle
under Article 5(1) of GDPR which states that Personal data must be
processed lawfully, fairly and in a transparent manner in relation to the
data subject. The purchasers, under the Right to Buy scheme, would
legitimately not expect their personal information to be disclosed without
consent being obtained.

Section 40 is an absolute exemption and does not require a public interest
test to be carried out.
