Please could you provide me with a list of non-current assets held by the Crown Estate at 31 March 2011, which were included in the 2011 accounts at a value of £7,884M. Please include the name/description and book value of each asset.

Please also include a brief description of types of non-current assets not given a value in the accounts.

Thank you for your Freedom of Information request which is repeated below
for reference.

You have asked for a list of our property assets and their value. The
Crown Estate operates in the commercial property market and has a mandate
to make a profit for the benefit of the UK taxpayer, as our surplus
revenue goes to the Treasury - this year's net income surplus being a
record £230.9m. Clearly, having our property values in the public
domain would prejudice our ability to operate commercially and
competitively, and consequently this information falls under a Section 43
exemption in the Act.

When applying Section 43, it is necessary to consider whether, in all the
circumstances of the case, the public interest in maintaining the
exemption outweighs the public interest in disclosing the information. We
recognise that there is a legitimate public interest in our financial
performance and our property holdings, but the disclosure of the requested
detail would prejudice our ability to operate competitively. As the
revenue surplus of The Crown Estate goes to the public purse, the public
interest in maintaining commercially robust outcomes in terms of future
Crown Estate revenue outweighs the public interest in making this detail
public.

If you are not satisfied with my response, you may complain or appeal our
decision, which will be investigated through an Internal Review. If you
are not content with the outcome of the Internal Review, you have the
right to refer your complaint directly to the Information Commissioner for
a decision. Please note that the Information Commissioner cannot make a
decision unless you have first exhausted our own complaints procedure.

Dear The Crown Estate,
I am writing to request an internal review of the Crown Estate's handling of my FOI request ('List of Assets').

Your argument against disclosure only covers one type of non-current asset:

"having our property values in the public domain would prejudice our ability to operate commercially and competitively"

Your argument does not address why you have not supplied details of plant and equipment for example. Nor have you explained why you cannot give me the names/descriptions of the assets even if you decide to withhold the values.

You have also failed to respond to the second part of my request: "Please also include a brief description of types of non-current assets not given a value in the accounts."
