List of all active frameworks and spend

The request was refused by Crown Commercial Service.

Dear Crown Commercial Service,

Could you please provide a breakdown of all active procurement frameworks, as currently listed in the CCS website,including:

Name of Framework
Reference number for Framework (if applicable);
Start and End dates of Framework;
Number of suppliers on framework;
Total number of competitions that have been run since start of the framework;
Total actual spend to date for each Framework.

I would be grateful if this information could be provided.

Dear Crown Commercial Service,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Crown Commercial Service's handling of my FOI request 'List of all active frameworks and spend'.

One of the primary duties of the CCS is to create and manage framework contracts. The response I have received implies that these frameworks are not in fact managed. It must therefore be assumed that there is no reporting of the use of frameworks to ensure their effectiveness, range or that value for money is achieved.

I would like to request an internal review as if the response received for this FOI is true, it would justify the statement above that the frameworks are not being managed and that no reporting of utilisation associated with the contracts takes place. Further to this, if there is no awareness of individual framework utilisation, how are the rebates from suppliers calculated? These rebates are based upon actual spend through these frameworks.
