Thank you for your e-mail received on 5 April 2016 asking for information
about the service on the Hammersmith & City line.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. I can
confirm we do hold the information you require. You asked for:

 

1.    The line daily service reports for the Hammersmith & City line for
01 February 2016 to 31st March 2016. I require the one for individual
line, as well as the network summary

 

Please find attached a copy of the Daily Service Report and the Daily
Operational Performance Review for 1 February 2016. The Daily Service
Report contains details of incidents on the Hammersmith & City, Circle,
and Metropolitan lines as they are recorded on the same report. Please
note that not every incident is recorded on this report, it is an overview
of incidents reported on that day. If you could please confirm whether you
would like this document for all of the dates requested, and I will
arrange for these to be sent to you. I have been advised that we do have a
spreadsheet that records all incidents that might be of more use to you.

 

Please note that in accordance with TfL’s obligations under the Data
Protection Act 1998 (DPA) some personal data has been removed, as required
by section 40(2) of the FOI Act. This is because disclosure of this
personal data would be a breach of the DPA, specifically the first
principle of the DPA which requires all processing of personal data to be
fair and lawful. It would not be fair to disclose this personal
information when the individuals have no expectation it would be disclosed
and TfL has not satisfied one of the conditions of Schedule 2 of the Data
Protection Act which would make the processing ‘fair’.

 

2.    A table or log containing the number of each of the following
incidences: "minor delays" , "severe delays" , "suspended/maintenance" for
the same line and period.

 

Please find attached spreadsheet with details of advertised delays /
closures on the Hammersmith and City line from 1 February to 31 March
inclusive.

 

Please note:

 

(a)  All day closures for engineering work are shown with a ‘start’ and
‘end’ time of 04.15 to 02.00

(b)  Highlighted rows show planned engineering work

(c)  Days on which a good service was advertised all day are not listed

(d)  Where no disruption area is specified, that delay status applied to
the whole line

I am contacting you regarding the internal review of your request for
information about line service reports on the Hammersmith and City Line.

 

This review has been carried out by an independent panel following your
e-mail of 21 September regarding the response to your request for
information under the Freedom of Information (FOI) Act. The review was
carried out by an independent Review Panel (‘the Panel’) consisting of
individuals who were not involved in the handling of your request. The
panel apologise for the delay in answering your request for internal
review.

 

Your initial request for information asked for ‘the line daily service
reports for the Hammersmith & City line for 01 February 2016 to 31st March
2016. I require the one for individual line, as well as the network
summary’ and ‘a table or log containing the number of each of the
following incidences: "minor delays" , "severe delays" ,
"suspended/maintenance" for the same line and period.’

 

A response was issued to you on 3 May 2016 and a copy of the Daily
Operational Performance Review and Service Manager’s Daily Review for 1
February 2016 was provided, along with a table containing the number of
minor delays, severe delays, suspended/maintenance incidents for 1
February to 31 March 2016.

 

The Panel have reviewed the handling of your original request. As stated
above, your request was for ‘the line daily service reports’; the Daily
Operation Performance Review and Service Manager’s Daily Reviews were the
closest documents held that matched this description. However, as the Case
Officer processing your request was unsure whether these were the
documents you required the Case Officer asked you to confirm that these
were the correct documents. As this clarification was never received no
further information was provided.

 

Under our Section 16 duties, another follow-up could have been sent when
no clarification was received. However, as this is not our usual practice
the Panel has concluded that no further action was required from the Case
Officer.

 

Following receipt of your internal review we have requested the Daily
Operational Performance Review and Service Manager’s Daily Reviews for the
entire period, please find these attached. Please note that in accordance
with TfL’s obligations under the Data Protection Act 1998 (DPA) some
