Thank you for your request for information [our reference: FOI/114/11].

Please see below our response, with information provided by the Trust's Environmental Manager, which I hope is useful.

The Trust is currently undergoing a £1bn PFI project, which is being commissioned in a phased approach between 2010 and 2016. As such we occupy, and will increasingly have, a mix of older, existing estate buildings and a new more efficient estate.

The majority of the old estate is predominantly fed by strip lighting; T12's, 10's & 8's. The new buildings utilise more energy efficient lighting sources; T5's and LED lighting.

The Trust has invested £93k in improving the energy efficiency of lighting in common areas; corridors, stair wells, waiting areas. This has produced an annual saving for the Trust of £38k and 28 tonnes of CO2. In addition the Trust are currently implementing a capital programme of retrofitting PIR lighting controls to a number of our buildings. The capital investment for this has been £52K and is set to save the Trust £12.2k and 44 tonnes CO2 per annum.

The following table demonstrates our usage and spend for last year on electricity across the whole site. We don't segregate out the elements of use and this will be split between lighting, cooling and electrical equipment although we estimate that approximately 20% of our electricity usage is from lighting.

As you will note the information we have available to us, which we have provided above, does not answer your questions exactly. To undertake further analysis on the electricity costs over the full three year period and attempt to extract the exact lighting costs in order to answer your question exactly would involve a great deal of additional work analysing electronic and manual records. Therefore I regret to inform you that we are unable to provide this information as the workload would exceed the 'appropriate limit' set out under fees regulations under the FOI Act. It is recognised that the information you have requested may fall under the Environmental Information Regulations rather than the FOI Act. In that case, a charge would apply for this work in accordance with Regulation 8(1) of the Environmental Information Regulations. Please contact us should you wish to discuss this further.

Due to the limited lifespan of many of our buildings, due to the phased commissioning of our new hospital buildings, further investment has been considered inappropriate. However, we are reviewing the current light strategy in our new buildings to ensure they meet the ongoing need for sustainability within our organisation. We will be considering the use of LED and energy efficient alternatives during this process.

Most of our lighting is provided 24/7, with the exception of our Outpatient departments which are 8-6 plus provision for cleaning. We have evaluated the merit of installing PIR controls (as above) and are retrofitting where appropriate.

We have not detailed the cost of purchasing lighting equipment as this is not done by the Trust. This is done by the Trust's PFI partner, Capital Hospitals Ltd. Specifically, this is sub-contracted by Capital Hospitals Ltd to a Hard FM (Facilities Management) contractor.
