I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

The college’s response is set out below and attached:

 

 1. What are the contractual performance KPI's for this contract?

The specification lays out the performance requirements (attached) and
specific KPI's for the contract will be developed over time by the Estates
team based on the following key service levels

•             The contractor shall use best endeavours to respond to call
backs during normal working hours (defined as 0800 to 1700 Monday to
Friday, excluding bank holidays) for malfunctions of a non-emergency
nature within 4 hours of call being received.

•             For an entrapment the contractor should aim to meet a
response time within 1 hour of a call being received 24/7

•             The contractor shall provide an up to date PPM schedule for
all assets at each site annually, taking account of specified requirement
that PPM visits should be monthly and no less than three (3) weeks apart.

•             RAMS and method statements to be submitted to the Health and
Safety Manager and Head of Estates ahead of completion of works (and as
agreed) and refreshed annually.

•             Enhanced DBS’s to be provided for all staff working on site
ahead of attendance on site. 

•             Skills Matrix to be refreshed annually on the anniversary of
the contract and forwarded to the College Head of Estates. 

•             A minimum 1 year parts and workmanship warranty shall apply
to all works undertaken.

 

 2. Suppliers who applied for inclusion on each framework/contract and
were successful & not successful at the PQQ & ITT stages

This was an open tender where the PQQ and ITT were included in the same
document. 13 responses were received. 2 suppliers did not meet minimum
criteria at PQQ but all 13 tenders were assessed.  One contractor was
selected having scored highest overall following a detailed evaluation
conducted in accordance with the published methodology.  Before an award
was made references were taken.

 

 3. Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date

£9,057 inc VAT for PPM until 30 September 2024

Total committed spend from 18.09.23 to 10.01.24  £51,473.52 inc VAT

 

 4. Start date & duration of framework/contract?

18 September 2023 until 30 September 2024 (1 year)

 

 5. Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

so, the duration of the extension?

3 years in annual increments or as agreed between the parties (subject to
performance and agreement of rates) to 30 September 2027

 

 7. Has a decision been made yet on whether the framework(s)/contract(s)
are being either extended or renewed?

No, this decision will not be made until May 2024 and will be subject to
performance and agreement of rates.

 

 8. Who is the senior officer (outside of procurement) responsible for
this contract?

Head of Estates
