Dear Denbighshire Council,

I would like to request a full itemized copy of the accounts from the Licensing Department for the last 10 years to investigate where our license / plate money has been spent / wasted. I have requested the disclosure of this information formally in writing on the 14th December 2009 but to date I have not received anything.

I requested the accounts for public money, under the freedom of information act 2000 you are obliged to supply the information requested.

Under the circumstances I would now like to request an official internal review as I feel I have been more than patient and feel you may well be avoiding supplying the information requested to cover something up.

I apologise for the delay in responding to your enquiry but the process of searching for the information you required is now complete and I can now advise you as follows:

Please see the attached spreadsheet for the information you required. However, under section 1(1)(a) of the Freedom of Information Act 2000 I am unable to comply fully with your request as we do not hold financial accounts for Licensing for the past 10 years, but I can provide you with Licensing's income and expenditure for the past 9 years. Also you will see from the attached document that the net cost of the licensing service relates to all licensing functions, and, therefore, the cost of providing the various licensing functions is not separately accounted for.

If you have any concerns about the manner in which the Council has dealt with your request for information please do not hesitate to contact me. I am writing to request an internal review of Denbighshire Council's handling of my FOI request 'Licensing department accounts from the last 10 years'.

I do not feel that Denbighshire county council are willing or happy to fullfill my request and the reason for that is you may have something to hide.

I have not recieved the full information i require or what I have requested.
I require full detailed accounts of the DCC licensing department for the last 10 years. In particular detailed incommings and outgoings of the taxi licensing section. If the organisation if ran correctly then these accounts should be readily available so tht you can inform the general public where the public money is being spent or has been going.

The process of searching for the information you required is now complete I can now advise you as follows:

The panel discussed your original enquiry, which requested an itemised copy of the accounts for the Licensing Department for the last 10 years. It was felt that the council had compiled as fully as possible, providing a summary level account of the Licensing departments income and expenditure for a nine year period. It was explained that the summary relates to all licensing functions as the cost of providing the various licensing functions is not separately accounted for. The panel decided to uphold the original decision.

In addition to your request for an internal review you made a further request for incomings and outgoings of the taxi licensing section. Although the expenditure cannot be broken down further, as explained above, we have decided to comply with this further request and provide the income for taxi licences, please see attached.

If you remain dissatisfied with our response or have any concerns about the manner in which the Council has dealt with your request, you have the right to refer this to the Information Commissioner whose address is Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF who will consider your complaint.
