Licensing and patenting practices of UK research institutions.

Dear Cardiff University,

In October 2018, we sent an FOI request asking for information about the licensing practices of your university.

We received an incomplete response, we have therefore updated the request to facilitate this.

The updated request is listed below:

For the purpose of clarity, please adhere to the following definitions when answering these questions:

Definitions

Low and middle income country: A country that is defined as ‘low’, ‘lower-middle’ and ‘upper-middle’ income by the World Bank for the year 2018. Income status defined by GNI per capita.

Q1. Has the university committed to licensing its medical discoveries in ways that promote access and affordability in Low- and Middle- Income Countries? If yes, please provide a link or PDF to the relevant policy document.

Q2. Please provide an Excel spreadsheet with headings as displayed below with all the health technologies LICENSED by the university in the past year AND specify which countries they were licensed in AND specify whether they are exclusive or non-exclusive licenses.

I acknowledge receipt of your email received by this office on 28/02/20 in
which you requested information regarding licensing and patenting. 

 

Your request will now be dealt with under the Freedom of Information Act
2000 and has been allocated reference FOI20-093 which should be quoted in
all correspondence. We will respond to your request within 20 working days
starting the next working day after receipt, therefore you can expect to
receive a response no later than 30/03/20.

 

Where we consider that we will not be able to meet this deadline or if
further time is required to consider the public interest test we will
contact you as soon as possible and give you a revised date for response.

Q5. What actions has the technology transfer office (TTO) undertaken in

Cardiff University enters into multiple commercial licences worldwide
every year for its Quality of Life Questionnaire. However, licences are
issued without charge to non-commercial institutions and projects.

University has not met its obligations under the Freedom of Information
