Dear Mr Garrett,
Thank you for your request of 12 January 2011 asking for the following:
"The number of national security exemption certificates issued under
section 174 of the Licensing Act 2003 since the Act took effect.
The entities to whom the certificate was issued, the reasons for issue,
the minister or department who was responsible for issuing it, and length
of validity of the certificate."
The Home Office is now responsible for the Licensing Act 2003. The DCMS
itself holds no records on the number of national security exemption
certificates granted since the 2003 Act came into force and has no records
identifying premises in respect of which such certificates may or may not
have been granted.
If you require any further assistance please do not hesitate to contact
the department.
Kind regards,

I have quite a lot of difficulty imagining why you'd have to exempt a location from licensing laws for national security reasons.
I have even more difficulty imagining why disclosing such an exemption exists would have national security implications. But we shall see.
