This is clearly a material change to the charter agreed with the Government.

Dear British Broadcasting Corporation,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'License Fees and the Over 75'.
You have not answered the question. You have answered a different question. So I would like an internal review.
At the time of the charter the BBC said that they would fund the license fees for the over 75s. The BBC has reneged on that. That is a material change to the charter.
As such any material change has to be approved by Ofcom. You are saying that this is not a material change because you have made no such representations.
Given that you haven't go though the process to get that change if I'm reading your response correctly, that means you can't levy the increase on the over 75s. The BBC is acting illegally
Not a surprise there.
So please answer the original FOI request and send all communications with Offcom regarding the material change or not of the license fee increase/introduction for the over 75s.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/l...
Yours faithfully,
Nick Leaton
