Library proposal costs request
Dear Oxfordshire County Council,
In the libraries proposal that is (as of the 02/12/2011) under consideration by cabinet, I cannot see the costs of certain items that would have a impact on if the proposal saves money or not. Therefore could I please have the costs for the following:
Initial costs of self service machines per unit
Annual service and support costs of self service machine per unit.
(other authorities, Warwickshire for example have released these costs)
The training costs per volunteer
The projected amount of volunteers required (if known)
The salary (banded) of the volunteer coordinator, including projected pension costs and projected annual expenses (can be based on regional library manager expenses costs if appropriate)
The projected redundancy costs for any staff who will have to leave the service (if already known).
What contingency plans are in place (or will be put in place) if the volunteer scheme fails in any of the libraries. Councillors have consistently said no libraries will close under the proposals, how will they ensure this is the case:

Thank you for your request of 16^th November 2011 in which you asked the
questions below. We have attached documents containing our response to
questions 1 to 5 to the e-mail, and a response to Question 6 can be found
below. Please note that:
We have included all complaints as this is the way that the question
itself was interpreted. However, if you wish only information on
complaints relating to disability services please let us know. In
addition, complaints that are not yet complete are included in the figures
for this year.
I would like to gather some information about how you resolve disputes
over services for adults and children with disabilities and charges for
those services.
1. For the years 2006/07; 2008/09; 2009/10; 2010/11 and to date this
year please detail how many complaints have been received relating to
Community Care (including adults and children, residential and non
residential services and charges for disability related services)
2. Please detail the time that it took to give a final decision on the
above complaints and what number of complaints were:
a. Upheld in part or in full
b. Dismissed
c. Withdrawn or discontinued by the complainant
3. Please provide a description of your strategy/ model for dealing
with the above conflicts including:
a. Whether you use a specified internal or external complaints or
customer relations team, mediation (internal and external), independent or
internal complaints officers, internal legal advice team
b. What process is taken post complaints e.g. a) is filed as closed, b)
Is collated for strategic action or c) is followed up for final resolution
and then closed. If b or c - please describe activity and costs for the
action.
4. Please detail the overall cost of dealing with the above complaints
with details of how this figure has been calculated
5. For the years 2006/07; 2008/09; 2009/10; 2010/11 and to date this
year please detail how many investigations have been launched by the Local
Government Ombudsman in relation to Community Care (including adults and
children, residential and non residential services and charges for
disability related services)
6. Please also provide copies of any Judicial Review judgments in the
area of Community Care (including adults and children, residential and non
residential services and charges for disability related services) issued
following legal proceedings against you for the years 2006/07; 2008/09;
2009/10; 2010/11 and to date this year.
We can confirm that the information requested is held by the County
Council. However Section 12(1) of the Freedom of Information Act provides
that a public authority is exempt from complying with a request for
information if the authority estimates that the cost of complying with the
request would exceed the appropriate limit. In the case of local
authorities, the appropriate limit is £450 as set out in The Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulations
2004.
Additionally, Section 21 of the Freedom of Information also applies in
that any judgment is likely to be reported and therefore reasonably
available via other means.

Dear Rubymalvolio
Thank you for your request of 2^nd December 2011, in which you asked for
the following:
In the libraries proposal that is (as of the 02/12/2011) under
consideration by cabinet, I cannot see the costs of certain items that

1. Initial costs of self service machines per unit.
£ 6,787 per unit.
2. Annual service and support costs of self service machine per unit.
(other authorities, Warwickshire for example have released these costs)
In total, 31 self-service machines will be required. The average cost per
unit, per year is £629.94
3. The training costs per volunteer
The council estimates that the average cost per volunteer for training
would be approximately £19.75. This estimate is based on an average cost
for the provision of first aid and fire safety/awareness training that
will be delivered by external providers. It is envisaged that all other
training will be delivered in the library by council-paid library staff.
4. The projected amount of volunteers required (if known)
At this point in time we are unable to provide a reliable estimate because
the figure is subject to too many variables.
5. The salary (banded) of the volunteer coordinator, including projected
pension costs and projected annual expenses (can be based on regional
library manager expenses costs if appropriate)
£61k is proposed to provide support to communities and Friends groups.
This will support the organisation and training of volunteers at all
libraries.
6. The projected redundancy costs for any staff who will have to leave
the service (if already known).
The council has not projected any redundancy costs as the need for this is
as yet unknown. As set out in the Cabinet report, the library service
will continue its policy of holding a significant number of vacancies
through temporary appointments which, together with natural staff turnover
and redeployment opportunities throughout the service, will minimise the
impact for staff.
7. What contingency plans are in place (or will be put in place) if the
volunteer scheme fails in any of the libraries. Councillors have
consistently said no libraries will close under the proposals, how will
they ensure this is the case:

With the current experience we have of attracting volunteers within
Oxfordshire County Council’s services, we are confident that, as we shall
be supporting the Friends to get the processes correct in recruiting the
volunteers, providing sufficient on-going support and ensuring that we
have a meaningful and enjoyable range of tasks on offer in the library, we
will achieve and retain the level of volunteering required.
Should one of the Community Library schemes show signs of failing within
the 3 years, we should be able to call upon significant resource to make
the scheme sustainable:
· funding would be available, as changes to the library service
budget will implemented over the 3 years, to temporarily support the
scheme
· we could draw upon the good practice and experience of other
schemes;
· some Friends Groups are offering to support other communities;
· the links we are making to schools and other organisations may
provide a readily available pool of volunteers;
· organisations as ORCC and OCVA have a wealth of experience and
advice to offer to promote community leadership and engagement and
volunteering;
· the resources of the library service and other county council
services would promote the scheme and work with the community to make the
scheme sustainable
Should one of the Community Library schemes show signs of failing after
the 3 year period, with the exception of the funding, all of the above
resources would be available to the scheme. In addition, the County
Council would actively engage with the community to discuss the way
forward for the library. It may for example be possible for fund raising
to supplement or replace the volunteering effort; opening hours could be
reduced in line with the availability of volunteers or funding;
alternative options for providing a library service, for example, with
other services which would be able to supply additional staffing could be
explored.
