Liam Thomson / Olivya Poole West Mercia police chase

The request was partially successful.

Dear Independent Office for Police Conduct,
I notice that in July 2019 the media issued incomplete information relating to a passenger fatality as the result of a police chase involving West Mercia Police. The passenger was Liam Thomson and the driver was Olivya Poole, who was sentanced to five and a half years in jail. The media reported that her blood test showed she had 2.7mg of cannabis per litre of blood in her system(the legal limit is 2mg), but no mention of alcohol and no mention of any related offences, just that she seemed anxious to avoid being stopped and the police chased her car for one and a half miles,in foggy conditions, averaging speeds of 72mph.'The incident has been subject to an independent investigation by the Independent Office of Police Conduct (IOPC), who found no case to answer for misconduct against any of the police officers involved.'

https://www.dailymail.co.uk/news/article...

FOI Q1.What was the reason the police requested Olivya Poole`s car to stop, was her car stationary when first approached or driving in a dangerous or manner, or what other reason?
FOI Q2.Please disclose the initial police referral to the IOPC.
FOI Q3.Please disclose the IOPC report into the incident.

Thanking you in anticipation,

Yours faithfully,

Dennis Fallon(BScHons)

Dear !Request Info,
Thank you for information provided regarding the Liam Thomson /Olivya Poole fatal incident but I would appreciate clarification of one part of the incident referral form which causes confusion.
Part 6 of the referral form states mark 1 box to indicate Ethnic Origin of the subject but 2 boxes are marked, namely both White Britsh etc and Asian / Indian, when the box indicating mixed race has not been used.
Please confirm the actual Ethnic Origin of Mr Thomson to maintain accuracy of the report.

Yours sincerely,

Dennis Fallon (BScHons)

Dear Mr Fallon

Thank you for your email.

We agree that the information recorded on the referral form about the late
Mr Thomson's ethnicity would seem to be contradictory.

There is no consensus on what constitutes an ethnic group and membership
is something that is self-defined and subjectively meaningful to the
person concerned. There is no agreed method of determining the ‘actual’
ethnicity of an individual. We cannot confirm how Mr Thompson defined his
ethnicity during his lifetime, only the information recorded by police on
the referral form after his death.

Further information about the recording of data relating to ethnic group
is available on [1]this page of the Home Office web site.

Yours sincerely
