LHA - Payments Direct to Landlords

Dear Leeds City Council,

1.a. Please provide a list of all corporate or charity entities that receive direct payments of Local Housing Allowance.

1.b. Please provide amount of LHA paid between 2015-2016 to each of these entities.

1.c. Please provide amount of units (1.b) relates too.

To clarify - Im looking to identify corporate entities such as Corporate Landlords or Letting Agents in receipt of LHA. In addition to charities that may house or assist LHA Claimants. I do not require personal information - such as private individuals receiving LHA, private individual Landlords or property addresses.

The purpose of this request is to identify Corporate Leeds entities that house low income households, in addition to Letting Agents that manage LHA Tenancies.

I refer to the above and your request dated 11, January 2017. I have
contacted the relevant services and now provide a response to the
following request; Local Housing Allowance - Payments Direct to Landlords.

 

We do not know who are / are not registered charities as we do not record
this on the system (as there isn’t a need to do so). Also, most registered
charities would be outside LHA rules – i.e. we would pay as RSL status or
exempt accommodation status (so not payable at LHA rates).

 

I trust that this response is satisfactory. If however you are
dissatisfied with this response you have a right to appeal to an
independent officer within Corporate Information Governance. They will
re-examine your request and assess whether we have adhered to the
requirements of the act. Should you wish to follow this course of action
please address your concerns in writing to Saleem Aziz, Corporate
Information Governance, 2nd Floor West, Civic Hall, Leeds, LS1 1UR or by

You also have a right under Section 50 of the Freedom of Information Act

Dear Adam Hosker,

 

Please see the attached top 25 landlord recipients of HB in 2015 / 2016
(monetary value).  Information regarding individuals is exempt from
disclosure under Section 40 (Personal Information) of the Freedom of
Information Act therefore I have removed the names of individuals.

 

We do not store information on the nature of the business, we check that
the details on tenancy agreements match and if further confirmation
needed, do a land registry check to confirm “owner” details match. 

 

I would say that the largest percentage of landlords who receive Housing
Benefit, are in the “lettings” business. In addition, we do not keep a
check on how many units each letting agent has, we just ensure that they
are the correct owner / landlord, then pay Housing Benefit accordingly.
