(1) Please could you indicate the number of homophobic incidents targeted at pupils, reported in each of your schools (listed individually by name and number) that were reported in the 2016 - 2017 academic year?

(2) Please could you indicate the number of homophobic incidents targeted at staff, reported in each of your schools (listed individually by name and number) that were reported in the 2016 - 2017 academic year?

(3) Please indicate which of your schools have received staff training on dealing with LGBT issues and from whom (e.g. from a specific external organisation or the council).

(4) Please list which schools have either achieved Bronze, Silver or Gold, or are registered with LGBT Youth Scotland's School Charter Mark.

(5) For clarity and to put the above into perspective, please indicate the total number of schools in your council.

(5) For clarity and to put the above into perspective, please indicate the
total number of schools in your council.

 

I am currently dealing with your request and will issue my response no
later than Thursday 13 July 2017 which is 20 working days as permitted in
terms of section 10(1) of the above legislation.

I refer to your request for information dated 15 June 2017. 

 

The information you requested was:-

Relative to the above, I am advised of the following:

 

1)    We do not record pupil on pupil incidents.  In terms of section
17(1)(b) of the Freedom of Information (Scotland) Act 2002, this is formal
notice that this information is not held.

 

2)    There have been less than 4 recorded incidents at secondary
schools.  The figures provided are our total recorded figures using data
from incidents of violence and aggression towards school staff by school
pupils. There may have been other homophobic incidents but this
information is not collated. Data is at 20 June 2017. 

 

Please note, the exact figure and identity of the school has been withheld
as individuals may be identified from this information.  Accordingly, an
exemption in terms of Section 38(1)(b) and Section 38 (2)(a)(i) of the
Freedom of Information (Scotland) Act 2002 has been applied in respect of
the information withheld.

The information is personal information as defined by Section 1(1) of the
Data Protection Act 1998.

The individuals concerned have not given their consent to the information
being disclosed to the person making the request.

 Disclosure of the information, and any other information which is likely
to come into the possession of the person making the request; would lead
to disclosing personal information relating to another individual who can
be identified from that information. The release of this personal
information would contravene data protection principles.

Specifically the information is exempt under Sections 38(1)(b) with
reference to Section 38(2)(a)(i) of the Freedom of Information (Scotland)
Act 2002, release of  information that would breach data protection
principles.

 The principles breached would
be:-                                                                                         

Principle 1, fairly and lawfully processed: Release of the information
would breach this principle as individuals had no expectation or
understanding that this personal information would be released to the
public.

Principle 2, processed for limited purposes: Release of the information
would breach this principle as the purpose of obtaining and recording the
personal information was not to release the information to the public.

3.    For the past two years ECS has signed up to the Stonewall Education
Champions programme and through this Stonewall delivered awareness raising
sessions:  nearly every secondary school sent at least one member of
staff.  Perth High School, Perth Academy and Perth Grammar School staff
have received in house training from colleagues and have set up or are in
the process of setting up pupil support groups.

 

4.    None.

 

5.    10 Secondary Schools

73 Primary Schools (2 are currently mothballed) of which 47 have nursery
classes

1 stand-alone nursery

1 Special School
