Dear Aberdeen City Council,

(1) Please could you indicate the number of homophobic incidents targeted at pupils, reported in each of your schools (listed individually by name and number) that were reported in the 2016 - 2017 academic year?

(2) Please could you indicate the number of homophobic incidents targeted at staff, reported in each of your schools (listed individually by name and number) that were reported in the 2016 - 2017 academic year?

(3) Please indicate which of your schools have received staff training on dealing with LGBT issues and from whom (e.g. from a specific external organisation or the council).

(4) Please list which schools have either achieved Bronze, Silver or Gold, or are registered with LGBT Youth Scotland's School Charter Mark.

(5) For clarity and to put the above into perspective, please indicate the total number of schools in your council.

Thank you for your information request of 11 June 2017.  Aberdeen City
Council (ACC) has completed the necessary search for the information
requested.

 

1)     Please could you indicate the number of homophobic incidents
targeted at pupils, reported in each of your schools (listed individually
by name and number) that were reported in the 2016-2017 academic year?

 

This information would be recorded by Grampian Regional Equality Council
(GREC)   [1]http://grec.co.uk/ , who hold information on reported
incidents of homophobia in Aberdeen City.

 

While incidents of this nature may also be recorded in a child’s personal
school record, we do not currently have a central record of these and the
task of manually reading every pupil’s file in order to ascertain this
information would vastly exceed the prescribed sum outlined in the Freedom
of Information (Fees Required for Disclosure) (Scotland) Regulations 2004.

 

ACC is unable to provide you with information on the number of homophobic
incidents targeted at pupils as the cost of providing it has been
calculated as being in excess of the statutory maximum (£600).  To explain
this, it would involve a member of staff in each school searching through
every individual pupil’s file for the information sought, making notes and
collating the data.  A conservative estimate is that it would take 10
minutes to complete this process for each file so, for example, in a
secondary school with a roll of 800 pupils this would equate to over 133
hours of work and a cost in the region of £2000.  Given that the same
process would have to be replicated in each of our schools, the final cost
would well exceed the maximum cost of £600.

 

In order to comply with its obligations under the terms of Section 16 of
the FOISA, ACC hereby give notice that we are refusing your request under
the terms of Section 12 - Excessive Cost of Compliance - of the FOISA

 

2)     Please could you indicate the number of homophobic incidents
targeted at staff, reported in each of your schools (listed individually
by name and number) that were reported in the 2016-2017 academic year?

 

There have been no reported homophobic incidents within our Incident
Database in any of Aberdeen City Council schools in the 2016-2017 Academic
year up to and including the 14^th of June 2017.

 

Staff may have reported directly to Grampian Regional Equality Council
(GREC)   [2]http://grec.co.uk/ and we would direct the applicant to
contact them for information on reported incidents of homophobia in
Aberdeen City.

 

3)     Please indicate which of your schools have received staff training
on dealing with LGBT issues and from whom (e.g. from a specific external
organisation or the council)

 

Staff from Primary and Secondary schools have received training from
Stonewall Scotland around LGBT issues and RespectMe around homophobic and
transphobic bullying. Staff have also received training from ACC staff who
have been trained by Stonewall Scotland through their Train the Trainer
programme. See attached spreadsheet for which schools have received this
training.

 

4)     Please list which schools have either achieved Bronze, Silver or
Gold, or are registered with the LGBT Youth Scotland’s Charter Mark.

 

Schools do not currently work with LGBT Youth Scotland on attaining their
Charter Mark.

 

5)     For clarity and to put the above into perspective, please indicate
the total number of schools in your council.

 

ACC has 12 secondary and 47 primary schools.
