LGA Press Release

Southend-on-Sea City Council did not have the information requested.

Dear Southend on Sea Borough Council,

Southend Council was recently mentioned in a list of strange requests issued by the LGA in an attempt to discredit the FOI process. The Southend request was about microchipping children. I would like to request the following information about the Council's involvement.

Did officers working for the council search for any information, given the extremely unlikely nature of the proposition in the FOI request?

Did Southend Council approach the LGA about the microchip FOI request or was the Council approached by the LGA? If the LGA used the Southend request without consulting the council, please confirm this.

I would like to request copies of correspondence between the Council and the LGA about the microchip request and how it would be used.

I would like to request copies of any correspondence received by Southend Council from the LGA on the subject of FOI generally in the last 12 months. Please limit any search to Chief Executive’s team, the Public Relations Team, and those staff dealing with FOI requests.

Yours faithfully,

Tony Parker

Southend FOI requests, Southend-on-Sea City Council

2 Attachments

Dear Tony Parker,

Re: Freedom of Information Request

I am writing regarding your request for information, which was received on
17^th August 2014.

In that request you asked us for information about a press release by the
LGA which included reference to a FOI received by us concerning
micro-chipping of children.

I can confirm that the search for the information you requested has been
completed and I can advise you of the following:

Did officers working for the council search for any information, given the
extremely unlikely nature of the proposition in the FOI request?

Yes, the requests (there were two of them on the subject) went through our
usual process. Even though it appeared improbable, the requests complied
with the FOI Act and a response had to be sent. This could not be done
until those working in the sphere confirmed that no such plans were in
place.

Did Southend Council approach the LGA about the microchip FOI request or
was the Council approached by the LGA? If the LGA used the Southend
request without consulting the council, please confirm this.

The LGA approached us in general terms (see attached).

I would like to request copies of correspondence between the Council and
the LGA about the microchip request and how it would be used.

A copy of correspondence is attached. Names/contact details have been
redacted.

I would like to request copies of any correspondence received by Southend
Council from the LGA on the subject of FOI generally in the last 12
months. Please limit any search to Chief Executive’s team, the Public
Relations Team, and those staff dealing with FOI requests.

We do not hold any correspondence other than that already mentioned above.

If you wish to discuss any of the above, please contact me. Please
remember to quote the reference number above in any future communications.

If you are unhappy with the service you have received in relation to your
request and wish to request a review of our response, you should write to
the Group Manager – Policy, Engagement and Communication, Corporate
Services Department, PO Box 6, Civic Centre, Victoria Avenue,
Southend-on-Sea, Essex, SS2 6ER.

If you are not content with the outcome of your review, you can make a
complaint under the Council’s complaints process by writing to Corporate
Complaints Officer, Corporate Services Department, PO Box 6, Civic Centre,
Victoria Avenue, Southend-on-Sea, Essex, SS2 6ER.

You can also apply directly to the Information Commissioner (ICO) for a
decision although generally the ICO cannot make a decision unless you have
exhausted the Council’s complaints procedure. The Information Commissioner
can be contacted at: The Information Commissioner’s Office, Wycliffe
House, Water Lane, Wilmslow, Cheshire, SK9 5AF.

Yours sincerely,

Val Smith
