Thank you for your e-mail received by Transport for London (TfL) on 15
April 2013 asking for information about the Lewisham Gateway Project.

 

Your request has been considered in accordance with the requirements of
the Environmental Information Regulations and our information access
policy. I can confirm we do hold the information you require.

 

Lewisham Gateway is a scheme where the development and also the
surrounding complementary road layout has been designed, promoted and
delivered by the developer. The attached drawings show the designs
produced by the developer; the consented scheme from 2009 and the proposed
scheme as of April 2013.

 

No significant alterations have been made to the design in the last two
years. The design is constrained by the site, and also the highway
boundary as approved by Lewisham Council’s Planning Committee in 2009.
Small changes have been made to the design in the past nine months by the
developer as a result of a review by TfL. These changes include:

 

·         The provision of wider traffic signal islands resulting in the
removal of some of the traffic lanes.

·         Amendments to benefit cyclists; including 5m deep Advanced Stop
Lines and 4m wide inside lanes.

 

London Cycling Design Standards (LCDS) represents a statement of guiding
principles and best practice. As such it is one of a number of tools that
designers may use and contains few absolute requirements. The scheme
design provides facilities for cyclists that are advocated in LCDS
including Advanced Cycle Stop Lines, Bus Lanes with cycle access and a
traffic exemption permitting cycle access to the station from Lewisham
Road.

 

This Developer-promoted scheme obtained planning consent, including
detailed highway layout, in 2009. We cannot at this stage demand
significant alterations to the highway layout, but, as the Traffic
Authority for the Strategic Road Network in London, the scheme must gain
formal TfL approval, which the developer is in the process of applying for
at the current time.

 

Please find attached a technical note from the Developer’s consultant
explaining the traffic counts that have been carried out since the
conception of the scheme in 2003/4, and its resumption in 2012.

Thank you for your e-mail regarding your recent Freedom of Information
(FOI) query.

 

This is a Developer-led scheme that obtained planning consent, including a
detailed highway layout, in 2009. Consequently TfL cannot make significant
alterations to the highway layout. Although the scheme  is not going
through a formal junction review process, we are pushing the Developer to
maximise the facilities for cyclists and pedestrians within the planning
constraints.
