Dear Sir/Madam
Freedom of Information request: FOI-25733
Thank you for your request dated 13 March 2019
Our response is as follows:
Please can you share a template of the letter you send to Headteachers
when a parent has applied to educate a summerborn child out of cohort at
their school (starting Reception at Compulsory School Age, aged 5), to
include the standard correspondence text informing the Head, any guidance
sent with this, copies of any forms the Head then has to fill in to send
back their response, and anything else normally included in these
communications.
Each request is dealt with on a case by case basis, therefore we do not
have a single standard letter. Rather, after a telephone conversation
with the Headteacher at the school the request is for, the following
information is sent, which includes the following:
Email/letter
Summary of request, with details of documentation provided by the
requestor/LA to support the headteacher’s decision making.
Evidence
Where provided, formal, written reasons for the request and the written
request.
Where provided, medical, social care, educational documentary evidence and
supporting statements.

The response from the headteacher is sent in writing to the Admissions
Service and contains their professional, reasoned recommendation.
If you have any queries about this correspondence, please contact me,
quoting the reference number above.
If you are not satisfied with our response to your request, you can ask
for an Internal Review. Internal review requests must be submitted within
two months of the date of receipt of the response to your original
request. If you wish to do this, please contact us in writing, setting
out why you are dissatisfied.
If you are not satisfied with the outcome of the Internal Review, you may
apply directly to the Information Commissioner (ICO) for a decision.
Generally, the ICO cannot make a decision unless you have exhausted the
Internal Review procedure provided by the Council. You can contact the ICO
by emailing [2][email address], or by post at Customer Contact,
Information Commissioner's Office, Wycliffe House, Water Lane, Wilmslow,
