Waiting for an internal review by Haringey Safeguarding Children Board of their handling of this request.

Dear Haringey Safeguarding Children Board,

1. Taking into consideration the tragedy of Victoria Climbie and Baby Peter, would the Children and Families Social Service Department claim they have made major changes?

2. If this is the case, what changes have been made?

3. How have the changes affected the number of children being taken into care within LBH?

4. How many of the children have been returned to families (in comparison to when Victoria and Peter were murdered?

Yours faithfully,

Kay Young

Dear Ms Young,

Freedom of Information Act Request reference 810004251 - Fees Notice

I note that you have submitted 10 separate Freedom of Information requests
within 4 weeks.

I am currently unable to confirm or deny that we hold all of the
information you have requested. For us to undertake the necessary work to
be able to confirm that we hold the information, and to provide it, we
have estimated that it will cost more than the `appropriate limit' to
consider your requests.

Section 12 of the Act allows public authorities to refuse requests for
information where the cost of dealing with them would exceed the
appropriate limit, which for local government is set at £450. This
represents the estimated cost of one person spending 18 hours in
determining whether the department holds the information, locating,
retrieving and extracting the information.

Section 13 of the Freedom of Information Act allows a public authority to
may take into account other requests made by the same person about the
same matter and also any requests from other people where the requests are
clearly connected.

In this instance we have estimated that it will cost £33250 to provide
you with the required information to all 10 of your requests. This amount
is therefore over the appropriate limit as specified in the regulations
and consequently we are not obliged by the Freedom of Information Act to
respond to your request. We will not therefore be processing your request
further.

To retrieve the information you have requested would require considerable
time especially as different filing systems have been used. The majority
of this information is held in individual paper files and is not
computerised. If you require me to provide a more detailed estimate of the
time involved please let me know and I will undertake exercises to enable
an accurate assessment of the time and cost involved.

The time estimated for each request:

+---------------------------+
|Ref No | Estimated |
| | time |
| | |
|---------------+-----------|
|810004252 | 4 hours |

Please note it may be possible to amend your request so that it does not
incur a charge. For example, it may be that we can provide information
that is equally useful to your purpose without using so much staff time.
If you tell us your reason for wanting this information, we would be
better able to advise on alternative approaches. However, any amended
request received would be considered a new request and new timescale would
apply.

Please note also that the Freedom of Information Act gives people the
right to access recorded information. The Act does not give people a right
to be given answers to questions that they would like to put to a local
authority if this would mean creating new information or would involve
giving opinion or judgement that is not already recorded.

If you have any further queries, or are unhappy with how we have dealt
with your request and wish to make a complaint, please contact the
Feedback and Information Team as below. (Please note you should do this
within two months of receiving this response.)

Dear Haringey Safeguarding Children Board,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Haringey Safeguarding Children Board's handling of my FOI request ''Lessons Learnt'?'.

I consider my question a straight-forward request, and cost should not affect the time it would take to reply / gain the information. Please advise. Thank you. Please be advised I have forwarded the previous response to Rt Hon David Cameron PM and Rt. Hon Grant Shapps MP.

A full history of my FOI request and all correspondence is available on the Internet at this address:
