Legal Structure, Derivation of Authority, Constitution and Ownership of Liverpool County Council

I am unable to find the following information on your website. Please provide or direct me to the following information;

1 - What is the legal structure of Liverpool City Council?
2- Under what legal framework is it operating?
3 - Under what legal basis does it derive it's authority?
4 - Who are the beneficial owners of Liverpool City Council?
5 - Where can I find its constitution?

Thank you for your reply however only the 5th item was responded to satisfactorily.

1 - Answer provided avoids the question - I am not interested in the management structure.
The question is clear - and I repeat it here
1 - What is the legal structure of Liverpool City Council?
It must have a legal structure otherwise it would not be able to conduct business! eg it may be a Royal Charter, it may be a public corporation, it may be a private corporation.

2 - Again question not answered - the link to the constitution goes to an operations and procedures manual which is fully detailed in the first paragraph! Again as you have not answered the question I repeat it here.
2- Under what legal framework is it operating?

3 - Again you have avoided the question. I am not interested in it operation manual. The question is clear - where is your authority derived from, and again repeat the question.
3 - Under what legal basis does it derive it's authority?

4 - you have stated the are no beneficial owners - this cannot be correct! As a legal entity the must be beneficial owners! At best the beneficial owners are those under whose authority Liverpool City Council operates! So again please answer the question which I repeat for ease of your reference.

With your answers provided to questions 1 to 4 you imply any person could set up their own Liverpool City Council by just following the format as you have provided as detailed above! Anybody could just set up a "Liverpool City Council" and operate within the statutes and acts of parliament!

According to a quick search on D&B there are 25 registered organisations operating under the name of "Liverpool City Council" in the Liverpool area! which would imply just anyone can set up operations as Liverpool City Council!!!

Can you please confirm which is the case in light of your responses, and if not just anyone can set up operations as Liverpool City Council how can there be 25 "fake" Liverpool City Councils and yours is the genuine one?
