Your request will now be considered in accordance with the Freedom of
Information Act 2000 (the Act). You will receive a response within the
statutory timescale of 20 working days as defined by the Act, subject to
the information not being exempt or containing a reference to a third
party. In some circumstances OGC may be unable to achieve this deadline.
If this is likely you will be informed and given a revised time-scale at
the earliest opportunity.

OGC's policy is not to charge for providing information where to do so
costs less than the "appropriate limit" [Note: The "appropriate limit"
means such amount as may be set by the regulations], which is currently
£600

Where the cost of providing information would exceed £600, OGC will
generally not provide the information. However, OGC may be able to
provide some of the information requested if it can be supplied within the
"appropriate limit".

There may be a separate fee payable for the costs of copying and postage
if you require the information in hard copy. If this is the case you will
be informed and the 20 working day timescale will be suspended until we
receive payment from you. If you chose not to make payment then your
request will remain unanswered.

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Office of Government Commerce's handling of my FOI request 'Legal Status and Integration into the Cabinet Office'.

I would like you to consider two points are part of your review:

1) You have materially exceeded the time period specified in the Freedom of Information Act for response. Please review and identify the causes of the delay. I would note that, from your correspondence, you collated the information previously, but delayed it to "discuss the draft response". Please state where the FOI Act provides you with the ability to delay in such cases.

2) Given the extended time taken for you to respond to my request, I am frankly shocked by the blasé statement of "for your remaining questions no information is held" with regards to my remaining questions. It is my reading, which if true is frankly shocking, that the government does not:

* Know the headcount and total cost of corporate OGC ICT for the financial year 09/10
* Have records relating to the sourcing model for OGC ICT during 09/10
* Have any documents relating to the integration of Cabinet Office / OGC ICT

Please check and reconfirm the - frankly embarrassing - fact that the government does not know how much it spent on OGC's ICT, what sourcing model was used to provide the service or even have any records relating to the integration OGC / Cabinet Office ICT. Were there no emails? No project plans? Did everyone move to Cabinet Office systems through a system of exclusively orally communicated instructions?

I'm incredulous.

For a transparent government, this is appalling. And to exclude any commentary as to why you don't hold the information compounds the issue.
