Further to your request received on 28/11/2023, I confirm that the Council
has now considered your request under the Freedom of Information Act
2000. Specifically, you have requested the following information:
“Please provide a breakdown, by year, of the legal costs incurred by
Croydon Council for each year on external lawyers from January 2019 to
November 2023 on the housing case in which there was today a Supreme Court
decision for R (on the application of Imam) v London Borough of Croydon.”

The external lawyers dealing with this case were Browne Jacobson, a legal
service provider engaged [1]under contract with the Council. Browne
Jacobson, are instructed from time to time on a wide range of matters,
including, planning, social care and education, governance, prosecutions,
investigations and litigation matters.
Browne Jacobson were only instructed in Spring 2020 when proceedings were
issued in the High Court by Ms Imam, so there were no legal costs prior to
April 2020.
It should be noted that it was important for the case to be heard by the
Supreme Court as the previous High Court decision had placed additional
burdens on local authorities by making a mandatory order for the placement
of a homeless household. The Supreme Court hearing was essential to
re-clarify the issue of resources when dealing with homelessness
applications. The Supreme Court ruling restored the status quo with regard
to local authority resources.
