Legal Advice TAD Centre Call In September 2015

could you provide me with the following information;
1. A copy of all email exchanges relating to the TAD Centre Call In between Mr Bryn Roberts and Mr Martin Shepherd. This includes but is not limited to discussions regarding the legal advice inserted in to the report which was to be presented to the scrutiny committee.
2. Could MBC please confirm if the legal advice contained within the report presented the Scrutiny Committee in respect of the TAD Centre call in was constructed by a person or person(s) with any legal training or formal qualification and if so please can you identify that officer. Equally if it was not could you identify who inserted that said "legal" advice.

I am writing to confirm that Middlesbrough Council has now completed its
search for the information you requested on 24 January 2017.
In your request you asked for the following information:
1. A copy of all email exchanges relating to the TAD Centre Call In
between Mr Bryn Roberts and Mr Martin Shepherd. This includes but is not
limited to discussions regarding the legal advice inserted in to the
report which was to be presented to the scrutiny committee.

Response:
The Council has considered your request for information, and are refusing
your request under section 14(1) of the Freedom of Information Act
(Vexatious). Under section 14 of the Act public authorities do not have to
comply with vexatious requests and the public interest test does not
apply.
The Council considers this a continuation of a previous pattern of
behaviour and in the same vain as your previous requests in relation
to the sale of Council assets for which a vexatious notice has recently
been given. Due to the unreasonable burden being placed on the authority
further requests relating to historical sale of assets will be viewed by
FOI officers and filed without further responses.
As your this matter has already been considered by a senior officer you
may wish to direct any complaint directly to the Information Commissioner
for an independent review. The Information Commissioner can be contacted
