receive any legal advice regarding the EU Charter of Fundamental Rights in
relation to downstream access. However, as with all our decisions we
consulted and took a wide range of views into account before making our
decision.

By way of background the first access agreement was negotiated between
Royal Mail and UK Mail in 2004. Royal Mail handled 6.4 billion items in
2009-10 through access agreements, which makes up about a third of Royal
Mail's inland addressed mail. If there is anything else you need please
