In 2021 LCC announced its vision to be somewhere where "you don't need a car". Please provide the following information:
Meeting minutes, emails and other documents that led to the adoption of this particular slogan
The Equality Act Assessment on how this will affect people who are unable to use public or active transport
Back out or contingency plans for if the targets are not met or if central government funding becomes unavailable
A definition of the "other" forms of transport that LCC wishes to reduce by 1%

The Connecting Leeds Transport Strategy was adopted at Executive board in
October 2021 and the minutes of the meeting can be found here.

As the tag line ‘you don’t need a car’ was developed during workshops,
Leeds City Council does not hold any emails or other documents.
The Equality Act Assessment on how this will affect people who are unable
to use public or active transport
The Equality, Diversity, Cohesion and Integration (EDCI) impact assessment

The strategy and vision within it were developed through multiple
iterations in informal officer working groups and briefings with the exec
members. By their nature these meetings are not minuted.
Back out or contingency plans for if the targets are not met or if central
government funding becomes unavailable
The Strategy is written around what Leeds needs to do to achieve the
targets and vision, no back out or contingency plans were considered.
A definition of the "other" forms of transport that LCC wishes to reduce
by 1%
The 'Other' category in the mode split targets includes motorcycle, taxi
and private hire trips. As you can see in the diagram on page 47 the
total number of trips increases, so while the percentage of 'Other'
reduces the absolute number considered in the target remains unchanged at
20.8 million trips and the drop appears larger due to rounding of the
percentages to the nearest whole percentage. When the number of decimal
places is increased the relative percentage difference is 2.67% to 2.50%.
I trust that this response is satisfactory. Under Regulation 11, however,
you are entitled to make representations to us if it appears that we have
failed to comply with a requirement of the Regulations in relation to your
request. Representations must be made to us no later than 40 working days
after the date you believe we failed to comply with such a requirement.
We will then consider your representations and supporting evidence and
decide if we have complied, notifying you of our decision as soon as
possible, and no later than 40 working days after the date of receipt of
your representations.
Under Regulation 18, you are then entitled to apply to the Information
Commissioner for a decision as to whether, in any specified respect, your
request has not been dealt with in accordance with parts 2 and 3 of the
Regulations.
