Leeds City Councils current policy on bus/tram, lane/gate enforcement, Christmas Day?

I wish to know if you enforce bus/tram, lanes/gates on Christmas Day, when no buses or trams (whichever is applicable) are in operation?

I am asking this same question to a number of Councils across the UK to find out what their policy is on enforcing contraventions on Christmas Day.

Could you explain in regards to your "Traffic Regulation Orders," which you say gives you the power to enforce bus lane contraventions on Christmas Day?

Are these orders given to you by the Department For Transport, and is it then at your own discretion whether to enforce the particular orders or not?

Would you be able to point me in the direction of the Traffic Regulation Order which gives you the power to enforce bus lane contraventions or similar on a Christmas Day, when there would be no buses/trams in operation?

Thank you for your further email. Please find the answers to your queries
below:

 

Could you explain in regards to your "Traffic Regulation Orders," which
you say gives you the power to enforce bus lane contraventions on
Christmas Day?

 

It is not that our Traffic Regulations Orders state, specifically, that we
can enforce contraventions on Christmas Day, it is, rather, that the
orders operate 365 days a year. They, therefore, include all public
holidays.

 

Are these orders given to you by the Department For Transport, and is it
then at your own discretion whether to enforce the particular orders or
not?

 

The orders are made and sealed by Leeds City Council (using the Traffic
Regulation Act 1984).

 

Would you be able to point me in the direction of the Traffic Regulation
Order which gives you the power to enforce bus lane contraventions or
similar on a Christmas Day, when there would be no buses/trams in
operation?

 

Please see the attached (note 90% of all of our Bus Priority Measures are
included within this TRO, but not all).
