Dear Wokingham Borough Council,

Under the Freedom of Information Act 2000, I would like to enquire the following information relating to the installation and maintenance of street lights.

I would like to request:

1.Has the council installed any energy efficient street lighting in the last five years, such as replacing halogen bulbs with LED street lights?
2. If the council is in the process of installing any energy efficient street lighting, please confirm when the council started to do this and provide an estimate of when the council expects to have switched all street lights to energy efficient street lighting.
3. How much did the council spend on running, installing and maintaining street lighting under the council’s jurisdiction in 2015, 2016 and 2017?
4. How much does the council estimate they will spend on running, installing and maintaining street lighting under the council’s jurisdiction in 2018?
5. How many complaints were received in relation to new energy efficient street lighting, if any, during 2017?
6. Please estimate how much money the council currently saves following the installation of any energy efficient street lighting on a monthly and annual basis?

Thank you for your recent communication, please find detailed below/attached the information in response to your request.

Under the Freedom of Information Act 2000, I would like to enquire the following information relating to the installation and maintenance of street lights.

I would like to request:

1.Has the council installed any energy efficient street lighting in the last five years, such as replacing halogen bulbs with LED street lights?
- Yes

2. If the council is in the process of installing any energy efficient street lighting, please confirm when the council started to do this and provide an estimate of when the council expects to have switched all street lights to energy efficient street lighting.
– A major LED upgrade and column replacement scheme commenced 1st April 2016. We anticipate that we will have virtually all of the Wokingham Borough Council maintained street lighting upgraded to LED by 31st March 2019.

3. How much did the council spend on running, installing and maintaining street lighting under the council’s jurisdiction in 2015, 2016 and 2017?
– Over the 3 years, the LED upgrade project and column replacement costs to date have totalled £8,565,050 and the combined street lighting maintenance and energy budget was £3,213,000 however this also included maintenance and energy of illuminated traffic signs & bollards and energy costs for traffic management equipment (e.g. variable message signs, speed activated signs, school warning flashers and traffic lights).

4. How much does the council estimate they will spend on running, installing and maintaining street lighting under the council’s jurisdiction in 2018?
– In the region of £3.5 million which includes replacement of the remaining non-LED street lighting and illuminated traffic signs through the LED Upgrade project, maintenance and energy costs for street lighting, illuminated traffic signs & bollards and energy costs for traffic management equipment.

5. How many complaints were received in relation to new energy efficient street lighting, if any, during 2017?
– We are not aware that we have received any formal complaints in the last 3 years relating to the new lighting through the Councils formal complaints process (note: we receive general comments, queries and initial complaints through a number of routes however these are not monitored).

6. Please estimate how much money the council currently saves following the installation of any energy efficient street lighting on a monthly and annual basis?
– The LED lighting provides approximately a 60% reduction in energy consumption. Energy costs vary year on year but by the end of the LED Upgrade project we should expect to save approximately £300k to £400k per annum based on costs in recent years.
