Dear Oldham Primary Care Trust (PCT),

I am emailing to make an FOI request. Please provide the following information:

1) the name, grade and job title of any staff member who had a lease car funded wholly or in part by your organisation in 2009/10, 2010/11, or who currently has a lease car; please specify for each person in which of the three specified periods

2) for each person, I would like to know the make and model of the car

If you believe that this is personal data, and disclosure would breach the Data Protection Act, I would like to point out that I have requested information during the period where there has been a substantial public interest in the expenses paid to senior staff, and when cuts to NHS organisations had been announced. On this basis, I believe that disclosure of the fact that a person was in receipt of a lease car paid for from public funds would have had the reasonable expectation that a benefit such as a lease car would be made public. I believe that the disclosure of this information is necessary for a legitimate interest, and no unwarranted harm will be caused to the individuals concerned.

Even if you refuse to disclose the names, I would still like the list of cars and grades of the staff who received them.
