Your exact request was:-

 

“On BBC Radio 4's Today Programme, Tim Kelsey stated that the decision to
use an unaddressed leaflet to inform the public about the care.data
process had been made on the advice of 'competent marketing agencies', and
that 'colleagues in other sectors' had given advice that addressed letters
would not be effective.

 

I would like to request the following information:

 

1) Advice received by NHS England about the effectiveness (not the
legality) of using the unaddressed leaflet system.

2) The names of the marketing agencies consulted by NHS England, to which
Mr Kelsey referred.

3) The names of organisations other than marketing agencies that NHS
England consulted about the effectiveness of using the unaddressed leaflet
system.

4) Any information held that shows a comparison between the effectiveness
of the unaddressed leaflet against other methods of contact.”

 

NHS England holds this information.

 

In response to Question 1, NHS England consulted the scientific
literature:

·       A leaflet about Scotland’s Emergency Care Summary (ECS) was sent
to each household to inform the population about the introduction of the
ECS.  Engagement with citizens was through links with patient
organisations.  Scotland’s ECS leaflet was not placed in an envelope but
was delivered by post in Scotland. A study found that 16 per cent of
respondents recognised the leaflet

o An individually-addressed letter was sent from Primary Care Trusts
(PCTs) about England's Summary Care Record with an accompanying
opt-out form and leaflet. A study found that 14 per cent of
respondents recalled receiving a letter from their GP and/or PCT. 

 

In response to Question 2, the leaflet door drop was arranged through The
Leaflet Company, the UK’s largest door drop specialist.

 

In response to Question 3, the leaflet door drop was discussed with the
Information Commissioner’s Office, the Royal College of General
Practitioners, and the Cabinet Office.

 

In response to Question 4, we have attached 2 documents that include
evidence of the effectiveness of unaddressed leaflet drops:

 

·       Independent research that was carried out by Jigsaw Research to
evaluate the effectiveness of the NHS 111 launch’s marketing campaigns in
the original pilot areas.

·       Royal Mail research to measure the effectiveness of door drop
communications.
