Leadership training expenses

Dear Northern Ireland Council for the Curriculum, Examinations and Assessment,

Please detail the following information related to the current senior management leadership training:

How many sessions have and will be taking place and over what time period?
How many staff does this apply to?
What is the total wage these staff earn in a day?
As the training is off site, how much is it costing in total in terms of venue charges and catering per day?
Is catering being provided on arrival, mid morning, lunch and mid afternoon?
Where is the venue?
What time does it start and end at each day?
Is this training being facilitated by external people/companies? At what cost?
Are any speakers in attendance? At what cost?
Why is it being held off site?
Why does CCEA feel the need to have so many senior staff off site at once? Does this happen with other grades?
Who in CCEA authorised the expenditure?
What considerations if any did CCEA place on the cost of living crisis and this spending of the public’s money?

We are responding to your email dated 11 November 2022 requesting
information under the Freedom of Information Act 2000. Your itemised
request and CCEA's responses are provided below.

 

 

How many sessions have and will be taking place and over what time period?

CCEA Response:              The Senior Team, (Executive Team, Business
Managers and Programme Managers) held its first Leadership Forum on 8th
November at Stranmillis College, facilitated by Deloitte.  The theme of
the session was “Supporting Collaborative leadership by breaking down
barriers and leading change in CCEA. This was an opportunity for the
Senior Team to come together, take time out of their busy day to day
activities to have open and frank discussion on the issues, challenges
CCEA have faced over the past 2 years and how as a Senior Management Team
they will move the organisation forward, collectively with engagement,
motivation, and commitment.  We propose to run a further 3 x half day
Leadership forums in 2023. (Dates agreed). 

 

How many staff does this apply to?

CCEA Response:              Target Audience:  Executive Team, Business
Managers, Programme Managers.  Approximately 30 staff members to include 2
x SAO and Placement Student from Human Resources.

 

What is the total wage these staff earn in a day?

CCEA Response;

•            Half day salary cost for approx. 30 employees

•            Based on average for grade

•            Total is £3,504.55

 

As the training is off site, how much is it costing in total in terms of
venue charges and catering per day?

CCEA Response:              Approx:  £593.00  (To include HR who
facilitated minute taking)

 

Is catering being provided on arrival, mid-morning, lunch and
mid-afternoon?

CCEA Response:              Tea/Coffee Scones on arrival.  Lunch provided
(Accommodated in cost above - £593.00).

 

Where is the venue?

CCEA Response:              Stranmillis College (No parking costs
incurred)

 

What time does it start and end at each day?

CCEA Response:              9.30am – 1.30pm (Approximate)

 

Is this training being facilitated by external people/companies?  At what
cost?

CCEA Response:              Deloitte facilitated the first session with no
cost implication.  They facilitated our Core Values sessions in 2016 and
as a measure of good will agreed to facilitate at no cost to CCEA. 

 

Are any speakers in attendance?   At what cost?

CCEA Response:              Not at the first session

 

Why is it being held off site?

CCEA Response:              CCEA is an extremely busy organisation and
giving the Senior Team the opportunity the time to come together to
discuss key issues without the interruptions of everyday issues, emails,
telephone calls helped them stay focussed and concentrate on the bigger
picture. 

 

Why does CCEA feel the need to have so many senior staff off site at
once?  Does this happen with other grades? 

CCEA Response:              This was a Senior Managers half day Leadership
Forum and the ability to get all senior staff together it was found wholly
appropriate that this was held off-site to enable the Senior Staff to
focus without any interruptions they might have occurred.  CCEA run
significant development programmes, with staff having the opportunity to
attend, laterally this has been virtual, however in the past we would have
allowed staff to attend off-site training.

 

Who in CCEA authorised the expenditure?

CCEA Response:              The Leadership Forum was authorised by the
Chief Executive, Directors x 2 as part of the 22/23 Staff Development
Programme.  The expenditure £593 was authorised by the Head of Resources
and costed within the L&D budget.

 

What considerations if any did CCEA place on the cost-of-living crisis and
this spending of the public’s money?

CCEA Response:                            CCEA is fully committed to the
many development opportunities, professional qualification, accredited
qualification, degree opportunities and the time afforded to staff to
undertake these activities during work hrs. The resources team have a
dedicated L&D budget which the “Leadership Forums” have been costed.
