LCC relationship with Spartan Security?

Dear Liverpool City Council,

Spartan Security's logo appears on several Council owned buildings within the City. Furthermore it appears on a large sign right next to LCC's logo on the non-existent 'Tarmacademy' site on Derby Road.

Therefore please provide the following information:

A) The relationship the Council has with Spartan?

B) The total amount of money paid to Spartan for any services provided?

C) Explain why the Council's logo appears on the Derby Road site next to Spartan's?

We would at this time advise that Liverpool City Council in common with
other public authorities is presently dealing with, responding to and
affected by the current public health emergency arising from Coronavirus.

Dear Liverpool City Council,

This FOI is long overdue. Please do not be refer to Covid as being the reason for any delay as there does not seem to be a problem in answering other FOI's within the time limit (or there about).
