LCC contract awards - CEO Tony Reeves
Dear Liverpool City Council,
At a time when our City plan strategy has just been announced Tony Reeves talks about deep seated issues that have held people and business’s back for some time. I would argue under his leadership as CEO since 2018 he has become the problem along with his officers.
Commercial Procurement Unit strategy document is to support the Mayoral inclusive growth plan, historically 80% of procurement was awarded to suppliers in Liverpool City.
This is now becoming an issue as CPU (Procurement) are simply ignoring local contractors and providing work to businesses’s outside of our City. What happened to looking after the Liverpool local pound and LCC’s inclusive growth plan…??
Below is a small fraction of contracts that have been awarded to business’s outside the City, this is the sorry state of affairs that Liverpools CEO Tony Reeves (Bradford) and his officers have put this City in.
This is a direct attack and highlights that Liverpool business's are being penalised for being from this City, please see below contracts awarded to companies outside Liverpool City and a set of questions raised for LCC's attention.
Finally, I hope this is impartially investigated and brought to the attention of Mayor Joe Anderson, Cabinet and our elected Councillors for this to be looked into further.

Two Liverpool City Council planned frameworks Cleaning & Highways with a combined value of £305M highlights how CPU are not adhering to the Mayoral Inclusive growth plan and highlights a flawed system. Out of the 17 companies above, only 1 is from Liverpool.
It would be interesting to see other frameworks as we see massive regeneration projects taking place like Paddington, Knowledge quarter, upper central, kings docks, etc, all being completed by Tier 1 companies, again who DON’T engage with local contractors or use local labour.
1. Since Tony Reeves appointment as CEO how much has LCC spent on awarding contracts.
2. Since Tony Reeves appointment as CEO how much has LCC spent on awarding contracts to companies outside of Liverpool City.
3. Since Tony Reeves appointment as CEO how much has LCC spent on awarding contracts to companies registered within Liverpool City.
4. What is Commercial Procurement Unit formula in awarding contracts.
5. Does procurement stipulate the usage of local contractors and local labour engagement in a LCC tender process.
6. Who regulates awarded contractor local labour engagement.
Yours faithfully,
Lucy Clein
