LBC interview with Jacob Rees Mogg

Dear British Broadcasting Corporation, on Monday 4th November LBC interviewed the conservative minister Jacob Rees Mogg and questioned him about Grenfell tower.
In a subsequent news item, BBC news broadcast an interview with a survivor of the tragedy who offered a response/opinion.
Was the survivor approached by the BBC to give his opinion or did he ask the BBC to be interviewed?
