My response is as follows:

 

The relevant CCTV images as published on our “Wall of Shame” are criminal
convictions data, which we disclose to the public; publication is
necessary for the exercise of our statutory enforcement functions (and for
reasons of substantial public interest), or for the administration of
justice, the objective of which (identification) is proportionate and
cannot be achieved by less intrusive means.

 

Publication is supported by  our CCTV Code of Practice and CCTV Wall of
Shame Data Sharing Guidance attached.

 

If you are unhappy with how we have responded to your request you can ask
us to conduct an Internal Review. If so, please contact the [2]Corporate
Feedback Team.  (Please note you should do so within two months of this
response.)
