Our Response:

In relation to council tax enforcement the council relies on the following
articles of what is now, post Brexit, UK GDPR:  art 6.1. (c): processing
is necessary for compliance with a legal obligation to which the
controller is subject and art 6.1. (e):  processing is necessary for the
performance of a task carried out in the public interest or in the
exercise of official authority vested in the controller.
