I am writing to request an internal review of University of Southampton's handling of my FOI request 'Law Admissions - Clearing 2018'. A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/l....

My request was refused under, I presume, s.21 FOIA 2000 (the response letter provided by your university did not specify the provision). This was done on the basis that the information I requested is publicly available through UCAS. I believe that this is mistaken, for the following reasons:

Regarding question 1: UCAS does not have information on the number of Clearing applications received by a university for its law-related courses - only for the total number of applications received by that university in a given application cycle. In fact, the tracking of Clearing applications is done at a university level, with different universities having different internal systems to log a candidate or applicant's details when they first get in touch with the university, be it through a Clearing hotline, email, or directly through the digital Clearing form. This is why my request was directed to you in the first place.

Regarding question 2: The UCAS dataset (accessible here: https://www.ucas.com/file/208736/) does indeed provide the number of 'main scheme' and 'total' acceptances for a university for a given group of courses. However, 'total acceptances' do not include just Clearing. They also include candidates who were accepted through UCAS Extra, as well as candidates accepted following an application through the RPA (Record of Prior Acceptance) and OPF (Overseas Partnership Form) processes. The point is that the data from UCAS does not allow me to distinguish between the number of Clearing-related acceptances and the number of, say, Extra-related acceptances.

Regarding question 3: Unistats (the government-run website) does have some information on the grades achieved by students who study at your university. However, in the best case scenario, this information is expressed in the form of an entry tariff, is not specifical to A-levels, and is not specific to Clearing. Once, again, the publicly-available information is far broader than the information I requested.
