Latest update on High Leigh Garden Village

We're waiting for Thomas Coward to read recent responses and update the status.

Dear Broxbourne Borough Council,

Unfortunately there seems to be some uncertainty on social media regarding High Leigh Garden Village. The official site has not been updated since April 2019, which may be leading to confusion as to what is the next step will be. To help clarify these matters please can you provide the following information, especially as it is in the public's interest.

Please provide the following information:

1) The name of any company, group, individual or organisation of any potential builders or builders, that have been or may be appointed for the High Leigh Garden Village development.

2) The last 10 emails sent from Broxbourne Borough Council to Lands Improvement Holdings (or an appointed representative).

3) The last 10 emails sent from Lands Improvement Holdings (or an appointed representative) to Broxbourne Borough Council.

4) An up to date list of companies, group, organisation or builders with an interest in High Leigh Garden Village.

5) The name of any company, group or organisation that has pulled out, cancelled, rescinded, breached, withdrawn or otherwise ceased any contract, whether written or verbal for High Leigh Garden Village or the related works.

In response to questions 1, 4 and 5, the information that the Council holds on those with an interest in High Leigh is taken from the 2015 section 106 agreement on which the following names appear:

Mr D E Brock-Jest
Mr A C Spicer and Mr F T O'Connell (administrators for Hubert C Leach (High Leigh) Ltd Hubert C Leach (High Leigh) Ltd The Directors Empire LIH Limited Mr R A N Jest Mr T B Perkins

It is known to the Council that LIH has taken possession of the interests of Hubert C Leach (High Leigh) Ltd and it is understood that this company has no remaining interest.

The Council has met with the prospective developer of the majority of the High Leigh site and it is understood that LIH will publicise the identity of that developer shortly. However, at the present time that information is confidential.
