Late ARAC Minutes

We're waiting for Graeme Amis to read a recent response and update the status.

Dear High Speed Two (HS2) Limited,

On the 9th July 2020, Dame Cheryl Gillan MP asked a written question as to why the Audit and Risk Assurance Committee meeting minutes had not been published since December 2019, and when the minutes would be published. (https://www.parliament.uk/business/publi...)

HS2 Minister Andrew Stephenson MP replied that HS2 would publish minutes as soon as was practicable and stated that HS2 Ltd had confirmed that these minutes would be published by the 17th July.

These minutes have still not been published. Therefore with this in mind, I would like to ask:
1. Why these minutes were not originally published in a timely manner?
2. Why these minutes have still not been published despite the assurances of the HS2 Minister?
3. What “as soon as practicable” means in this instance i.e. what procedures have to be conducted? What might cause hold-ups and prevent this information being promptly released?
(In respect of points 1, 2 & 3, if you are unable to furnish me with any recorded information, it may make sense to provide me a supplementary explanation)
4. I would like copies of any internal or external correspondence, written and electronic, which relates to the publication of these minutes. You may restrict your search to correspondence to June 2020 inclusive onwards.

This correspondence relates to HS2’s commitment to transparency and to the Government’s wish to proceed with the project in a more open and transparent manner. It would seem therefore that public interest would overwhelming favour disclosure of this information.

Dear High Speed Two (HS2) Limited,

I appreciate I may not have been entirely clear in respect of point 4.

If I may clarify, I would like to request all correspondence regarding the publication of these minutes from 1st June 2020 to present, inclusive of the 1st June 2020.

If I may take this early opportunity to amend my original request (which I appreciate resets the clock on replying) I would also like to request all correspondence regarding these minutes from 1st January 2020 to present, inclusive, which is either to or from the Company Secretary, who I understand is responsible for publishing the minutes .

For the purposes of these requests, present is 6th August 2020.

Dear Mr Amis

 

I apologise that you were unable to access the ARAC minutes.  This was due
to technical error on the page that lists them.  The minutes had in fact
been published on the Internet, but unfortunately the page that links to
them failed to appropriately link to the relevant documents.  A search of
the Internet would have found them, but they could not be found on the
relevant page of our website.

 

This problem has now been rectified and the minutes can be found here:

In light of the above, and in the interests of not placing an unnecessary
burden on HS2 Ltd (and consequently the tax-paying public), could I ask

Dear HS2Enquiries,

Thank you for this interim response, but the circumstances surrounding the publication of these minutes strikes me as rather odd.

It is somewhat puzzling as to how or why these minutes unlike all previous published minutes weren't linked to from the homepage. And since this is a simple request which should be able to be easily handled by the FOI Correspondence and Briefing team, it should put only a nugatory burden on HS2 Ltd. Therefore I would appreciate it if you would process my request of 6th August 2020.
