However, the website states this...

'Our governance arrangements have changed and the Unitary Board now replaces the Executive Board' .

(You can't miss it......it's next to a link on Being Open and Transparent'.)

1. As my search on the site for 'unitary board minutes' has sadly proved fruitless, could you please tell me why the PHSO unitary board minutes from September 2012 to September 2013 are published?

2. And if the board minutes are now non-transparent and secret, when was the decision made and who made it?

3. If not - Can I read them?

Although, if they are already written, I really cannot understand why they are withheld., unless there us disagreement as to what they might contain.

However, I see that the board meetings have a category for 'Observers' following that of the PHSO employees.

Could you please tell me if press and public are allowed to witness committee meetings?

PHSO Board meetings are not open to the press or public. The minutes of those meetings are, however, publically available on our website. Members of PHSO staff will, on occasion, sit in on board meetings to observe. As they do not sit on the Board, the PHSO staff who attend are recorded as 'observers'.

As we have previously explained, our Unitary Board usually meets once a quarter and the minutes from one board are approved at the next. In this instance, the Unitary Board met in October 2013 (at the start of Quarter 3) and again in January 2014 (the start of Quarter 4) when the minutes from October's Unitary Board were approved. Those minutes have since been put on our website. I should add for the sake of clarity that the minutes from January's Unitary Board will be approved and published in Quarter 1 2014-15.

I hope this further clarification is helpful. Please confirm whether under the circumstances you still wish us to proceed with an internal review.
