Last 4 years of correspondence between Sport England and Exeter City Council/Exeter Active

We're waiting for ECSC to read recent responses and update the status.

Dear Sport England,

We would be grateful if you could supply us with copies of all correspondence between yourselves and Exeter City Council, or bodies authorised to correspond on their behalf such as 'Exeter Active' or their associated consultants.

The period we request the information from is between March 2012 - March 2016

We are particularly interested in any correspondence/collaboration pertaining to Swimming and leisure facilities, however, this is not limited to just the aforementioned.

We class correspondence as email, written letter, meeting minutes and telephone conversations. For telephone conversations, a record of who the call was between, the duration of the call and the subject of the call would be sufficient.

If the information we have requested exceeds the threshold for what is deemed to be 'reasonable assistance' in this matter, please communicate any costings involved in supplying the information requested in its entirety.

It was sent to somebody within ECC by your Relationship Manager Facilities and Planning.

Also, there are no details of meeting minutes in concern to the meeting that your Relationship Manager Facilities and Planning arranged with ECC at 'Somerset CC ground' for 'next tuesday' in the same email.

Our FOI request asked for all 'meeting minutes between ECC and Sport England', this has not been supplied.

We would welcome an internal review of the way this FOI has been handled and in particular in regards to the missing information.

I am the person who is responsible for responding to requests for Internal
Review.  My role in conducting the Internal Review is to determine whether
we have handled your request satisfactorily and in accordance with the
provisions of the Freedom of Information Act 2000 (‘the Act’) and the
Environmental Information Regulations (“the EIR”).  The Information
Commissioner advises that in conducting an Internal Review, a public
authority should thoroughly reconsider the decision and handling of the
request. For this reason, I have read the documents on the FOI file and
spoken with the Information Governance Manager. This matter has been
discussed with the relevant Sport England officer. I have ensured that an
impartial and objective reconsideration of your request has taken place.

 

Your request and how we dealt with it

 

By email dated 17 March 2016 you requested “copies of all correspondence
between yourselves and Exeter City Council, or bodies authorised to
correspond on their behalf such as 'Exeter Active' or their associated
consultants. The period we request the information from is between March
2012 - March 2016. We are particularly interested in any
correspondence/collaboration pertaining to Swimming and leisure
facilities, however, this is not limited to just the aforementioned.”

 

On 20 May 2016, Gail provided you with copies of the correspondence you
requested, along with the relevant attachments. Personal information as
defined by the Data Protection Act was redacted under s.40 (2) of the Act.

 

By email dated 20 May 2016, you requested an Internal Review noting an
email dated 5 January 2016 was missing, and that minutes of meetings
between Exeter City Council and Sport England had not been supplied.

 

My review

 

It would appear that we inadvertently missed including the email chain of
5 January 2016. Please accept our apology, it would appear to have been a
one-off administrative oversight. Please find attached the email chain and
relevant attachment.

 

With regards to the minutes of meetings between Exeter City Council and
Sport England, I have reverted to the Sport England officer who has
confirmed there were no minutes taken at the meetings in question. As
such, we do not hold this information. It is no longer common practice to
formally minute business meetings of this nature; nowadays this is
reserved for formal Board and Committee meetings.

 

I have again redacted any personal information, as defined by the Data
Protection Act, in these documents under s.40 (2) of the Act.

 

Potential next steps

 

I believe that we have acted properly and in accordance with our
obligations under the Freedom of Information Act, the Environmental
Information Regulations and the Data Protection Act in dealing with your
request for information.

 

I hope this now brings this matter to an end.
